The Kingdom of Speech is Steiner's name for everything humanity speaks on earth: a kingdom of nature that the angels perceive as we perceive minerals, plants and animals.
The Kingdom of Speech in Anthroposophy is Rudolf Steiner's name for the totality of human speaking on earth, understood as a kingdom of nature in its own right. Steiner describes it in the lecture cycle Artistic and Existential Questions in the Light of Spiritual Science (GA 162), given at Dornach in 1915: everything spoken by humanity forms a lawful realm that belongs to the beings of the hierarchy of the Angeloi, the angels, and stands to them as the mineral, plant and animal kingdoms stand to us. Because speaking is far less conscious than thinking, the inner force of each sound lies below our awareness, yet for an Angelos that same sound is an immediate experience. With their longer memory the angels follow each sound as it migrates between astral, etheric and physical, the spiritual ground of the sound shifts Jacob Grimm catalogued in the nineteenth century. Speech formation work in Waldorf schools draws on this picture today.
The Kingdom of Speech names a realm most of us never notice we inhabit. Steiner asks his Dornach listeners to imagine a cottage fitted with an apparatus conveying everything spoken on earth in one day: that sounding world, he says, is a true kingdom, and the angels live toward it the way we live toward stone, leaf and animal. What we produce half consciously, they perceive completely.

The sounds have a tendency to progress in the course of development. And just as we observe the progression of the plant world from the greening leaf in spring to the emergence of the flower, to the development of the fruit, and again to the decay, so the being from the hierarchy of the Angeloi observes the progression of the sounds in the kingdom that I have characterized as the kingdom of language. They are, I might say, variously stationed in speech, in the kingdom of speech. Before any sound that is once stationed in the astral, the being from the hierarchy of the angels finds after some time that this sound appears entirely in the etheric, and after some time again in the physical.
What it Means Today
In 2016 Tom Wolfe published a book titled, by an exact coincidence of phrase, The Kingdom of Speech (Little, Brown and Company). Wolfe built his argument on two case studies: Alfred Russel Wallace's break with Darwin over whether natural selection could account for language, and the field linguist Daniel Everett, whose decades among the Pirahã people of the Amazon challenged Noam Chomsky's universal grammar. Wolfe leaned on a 2014 paper in Frontiers in Psychology, The Mystery of Language Evolution, in which Chomsky himself, alongside Marc Hauser, Robert Berwick and five co-authors, conceded that the origin of language remains as puzzling as ever. Wolfe concluded that speech is not an instinct evolution explains but a kingdom of its own, an artifact standing apart from the animal world.
Steiner reached a structurally similar verdict from the other direction, a century earlier. Where Wolfe declared the kingdom unexplained, the 1915 Dornach lecture declares it inhabited: its lawfulness is real, and the beings whose perception and memory match its time scale are the Angeloi. Grimm's sound shifts, d to t to th, are for Steiner the visible track of sounds rotating through astral, etheric and physical. Thalira synthesis: the sound-shift triangle is the growth ring of the Kingdom of Speech, the one place where an angelic kingdom of nature leaves a measurable trace in human philology.
Practically, this picture stands behind speech formation (Sprachgestaltung), the discipline Steiner developed with Marie Steiner-von Sivers from 1919 onward, still taught at the Goetheanum: sounds treated as objective forces to be worked with, not noises to be emitted.
